There is no "best language" just pick a language who can interact with memory like C/C++ ASM, GO or Rust
Just pick what suit the best for you

I personally would suggest starting with either C++ or ASM. These 2 are robust and Versatile.

you do not need some sort of polymorphic engine you can just use encryption. Also that only works for static detection, will not work for a strong EDR
